Paranoia XP has a simple system (except for dmg) and great lore, so that's a good starting point too. Also I hated the art. 2nd Edition was always my go-to. It also sold so poorly and was so badly received at the time it came out that apparently Paranoia sales dropped 90%.

I never understood why it had advancement system or campaign as the Kafkan humor requires the players die as many humorious way as posdible. It seems XP has given more serious mode which makes the game really grim dark control society.
